Schedule and Results

The 2004 USA Youth Outdoor Track & Field Championships (Youth Athletics) will be conducted in Baltimore, MD, on the campus of Morgan State University. This meet is one stop on USATF's prestigious Verizon Youth Series.

Last year's competition was held in Buffalo, NY, with the top three teams honored in all 10 age divisions. More than 200 USATF member clubs signed up for the competition, and they were not disappointed.

This year's Youth Championships will prove to be just as exciting for athletes, coaches, family members and spectators alike! The USA Youth Outdoor Track & Field Championships (Youth Athletics) is more than competition, though, it's also fun! And, regardless of whether young athletes achieve a personal best, win a medal, or earn a shot at international competition, they will certainly experience a first-class competition and have the opportunity to make new friends--and a lifetime of memories!

This year's meet will also play a role in the selection process for the 2005 IAAF World Youth Track & Field Championships, in Marrakech, Morocco.

What are the Youth Championships? The meet is a national competition with entry based upon qualifying standards for each event. The Youth Championships have the same age divisions as our Junior Olympic program: Bantam (10 and under), Midget (11-12), Youth (13-14), Intermediate (15-16) and Young Men/Women (17-18). The Youth Championships are also scored for team championships in all age divisions, so it is a popular competition for clubs around the country.


Entry Information

You must be a 2004 USATF member to enter the Championships.  If you do not have a 2004 membership, please complete a membership application first.  You must also be a U.S. citizen and meet the eligibility requirements and qualifying standards.

  • Only U.S. citizens, aliens living in the United States, and foreign exchange students are eligible to compete in these Championships. See the USATF Rules for more information and exceptions.
    • The competition will be conducted in five age divisions as follows:
      Bantam born 1994 and later
      Midget born 1992-1993
      Youth born 1990-1991
      Intermediate born 1988-1989
      Young Men/Women born 1986-1987*
      *athletes born in 1985 are also eligible if they do not turn 19 on or before 8/1/04
    • A competitor must compete in his/her age division only. There will be no "moving up" in any events, including relays. Competitors in the Bantam and Midget divisions may compete in a maximum of three events, including relays. Competitors in the Youth, Intermediate, and Young divisions may compete in a maximum of four events, including relays. Combined events are not included in the event count.
    • All athletes must be 2004 members of USATF in good standing. USATF memberships may be purchased online, through your local Association Office, or by calling the USATF National Office at 317-261-0478 x345.
    • All clubs must be USATF member organizations.
    • All relay team members must be members of the same club, which must also be registered with the club's local USATF Association for 2004.

The entry fees for the Championships are per event. All fees are non-transferable and non-refundable.

NOTE: No late entries will be processed. The online entry system will not accept entries after June 14, and paper entries postmarked after June 14 will not be opened and will be returned to sender. Requests for entry consideration after June 14, 2004 will not receive a response. Please enter on-time!

Paper entries submitted with an incorrect entry fee or incorrect payment method will be charged an additional $5 surcharge.

* Triathlon entries completed online will be charged the $24 combined events fee. To enter at a reduced $20 fee for the triathlon, please submit a paper entry.

Entry Forms

Online entries must be paid for by credit card (USATF prefers VISA).

Paper entries must be paid for by certified checks, bank drafts, or money orders (personal checks and cash are NOT accepted). Please make payment payable to "2004 PVA/USATF/Youth Outdoor Championships".

USATF also recommends athletes bring a copy of their proof-of-age document to packet pick-up as a back-up measure--a proof-of-age document is required prior to receiving competitor packets.

Athletes will not be considered to be entered into the meet until ALL required documents have been received. Athletes missing required documents will be listed as "pending" on the Status of Entries page of the USATF website until all such documents are received.

Entry Process

  • Online is the preferred method of entry.
  • A 2004 USATF membership is required to enter online (please join online if you are not a member).
  • To enter the Championships, you will be required to provide your 2004 USATF membership number and password (click here to retrieve your password if you don't know it).
  • For entries close to the deadlines:  although we will make every reasonable effort, we cannot guarantee responses to requests for passwords. Please do not wait until the last minute to enter!
  • A Help Line is available for those athletes who need assistance with the entry process. For assistance, call the USATF National Office at 317-261-0478 x345 during normal business hours, 8:30 a.m. - 5:00 p.m. CT Monday-Friday.
  • After completing your entry online, please fax a copy of your birth certificate or the information page of your passport to the USATF National Office at 317-261-0481.

Competition Information

Starting Heights

Starting heights for the High Jump will be 10 cm below the qualifying standard; starting heights for the Pole Vault will be 30 cm below the standard.

Rounds of Competition

All races contested in lanes (100m, 200m, 400m, 800m) will qualify the eight fastest overall times in the first round to a one-heat final.

Event Time Schedule and Check-in

Athletes must report to the designated check-in area 45 minutes prior to the scheduled event time. Check the website and at packet pickup for any schedule modifications.

Bib Numbers

Each athlete will be assigned a competitor bib number, which must be pinned to the athlete's chest and "worn as issued" (i.e., no folding, etc.) The bib number must be worn at all times while the athlete is inside the gate of the stadium. Lost bib numbers can be replaced for a $10 fee.

From any direction via the Baltimore Beltway (I-695)
Get on I-695 and head toward the northeastern portion of the beltway. Go south at exit 30, Perring Parkway. The Perring Parkway exit is east of the exits for Towson and west of the I-95/I-695 interchange. Go south a few miles on Perring Parkway. It will change to Hillen Road when you see the engineering building on your left.

From south of Baltimore via I-95
Take I-95 north through the Ft. McHenry Tunnel. Get off I-95 at the Moravia Road Exit. (The distance to campus is about 3.5 miles.) You will go through major intersections at Belair Road and then at Harford Road. Moravia Road will become Cold Spring Lane at Harford Road. Cold Spring Lane goes through the middle of campus.

From north of Baltimore via I-95
Continue on I-95 south past the interchange for the beltway, I-695. Shortly thereafter, I-95 will split into I-895 (left two lanes) and I-95 (right two lanes). Go to the left onto I-895. Get off at the Moravia Road Exit. Bear to the right off the exit ramp onto Moravia Road. (The distance to campus is about 3.5 miles.) You will go through major intersections at Belair Road and then at Harford Road. Moravia Road will become Cold Spring Lane at Harford Road. Cold Spring Lane goes through the middle of campus.

From the south via I-97 from Annapolis Area and Eastern Shore
When approaching the beltway (I-695) take exit for Harbor Tunnel. After tunnel, get off at Pulaski Hwy. (Rt. 40 East)/ Erdman Avenue Exit. At end of exit ramp, go straight which will get you onto to Pulaski Hwy., Rt. 40 East. Exit right onto Moravia Road. Continue straight on Moravia. Do not take any of exits that you will see right after getting onto Moravia. (The distance to campus is about 3.5 miles.) You will go through major intersections at Belair Road and then at Harford Road. Moravia Road will become Cold Spring Lane at Harford Road. Cold Spring Lane goes through the middle of campus.

From Downtown Baltimore
Go north on Charles Street. Pass Johns Hopkins' main campus on your left. At 33rd Street, make a right. Go past Johns Hopkins East and make a left onto Hillen Road. Go north on Hillen until you reach the campus.

Facilities

Hughes Stadium is located on the campus of Morgan State University, in Baltimore City, Maryland. The stadium has been utilized by high schools, USATF/PVA and collegiate track programs. A Replay Video System will be used at this meet for in-stadium events.

The track is an 8-lane Mondo base and was resurfaced in 2001. The track is certified by the IAAF, USATF, NCAA and the Maryland State High School Athletic Association. The warm-up area is on the outside of the stadium.

Coolers will be allowed in the stadium (NO GLASS CONTAINERS). Tents and tarps will be allowed in the upper rows of seats on the opposite side of the stadium from the Press Box.

 


Area Attractions

Attractions/Activities

There are many attractions to see and experience during your stay in the Baltimore/Washington area. In Baltimore there is the Inner Harbor, the ESPN Zone, Port Discovery (Kid Powered Museum, fun for whole family), the Baltimore Aquarium and the USS Constellation (that will dock in Harbor during your stay). About a 35-40 minute ride from Baltimore is Washington, D.C., the Capitol of the United States. Sights in Washington D.C. include the Capitol (where our elected representatives make laws), the Supreme Court (the highest court in the land), the Bureau of Engraving (where our money is printed and destroyed), the White House (where the President of the United States lives), the Smithsonian (where prehistoric animals and the history of our country are viewable), and the Library of Congress (a place where you can trace your ancestors).

There are restaurants and fast food establishments within 10-15 minutes of the stadium. More information will also be available at packet pick-up


Packet Pick-up

Athletes and/or coaches can pick up their competition packets at Hill Field House, which is adjacent to the track. Athletes who entered online should bring a copy of their birth certificate or other acceptable form of proof of age with them to packet pick-up.

USATF Rules and Regulations

USATF Rules

The meet will be conducted in accordance with USATF rules, including those applicable and specific to Youth Athletics.

Event Limits

A competitor must compete in his/her age division only. There will be no "moving up" in any events, including relays. Competitors in the Bantam and Midget divisions may compete in a maximum of three events, including relays. Athletes in the Youth, Intermediate, and Young Men/Women division may compete in a maximum of four events, including relays. Combined events are not included in the event count.

Relay Uniforms

Relay participants must wear a top of the same color(s) and shorts of the same color(s).

Sprint Relays

In sprint relays, the outgoing runners may place white tape on the track, as per meet management. If the athlete does not have the tape, it will be supplied by meet management.

Spikes

Track shoes with spikes are not to exceed ¼" in length, or running flats must be worn. No sock running will be allowed on the track.

Pole Vault

Contestants in the pole vault competition will be weighed. All poles will be inspected for the manufacturer's pole rating and the maximum top-hand hold position as determined by the manufacturer. The competitor's weight shall be at or below the manufacturer's pole rating. (NO TOLERANCE)

Poles will be impounded at time of inspection and delivered to the competition site at the time of warm-up for the event.

Weigh-in and pole inspection will take place on the following schedule:

Protest Table

Protests must be filed within 30 minutes following the announcement of results. A cash fee of $100 will be required, along with an official Protest Form, to be obtained from the protest referee. Fees will be refunded only if the appeal is upheld.


Team Scoring

Team scoring will be based on the following point structure with the top 8 places scored: 10, 8, 6, 5, 4, 3, 2, and 1 to indicate points from first through eighth place. Each male and female division will be scored separately. All teams will be scored automatically. Team-scoring declarations and fees are not required.

Combined Events: The team points earned by a club/team member in the combined events competition will be included in that team's overall score. IAAF scoring tables will be used to score all combined events competition (Triathlon, Pentathlon, Heptathlon, and Decathlon).

Club/Team Relays: All relay team members must be members of the same club, which must also be registered with club's resident USATF Association for 2004. Only those athletes listed on the team entry "roster" will be allowed to compete on a relay team.


Awards

National Championship medals will be awarded to first through eighth place in individual events. Awards will be presented to the first, second, and third place teams in each division. There will not be an overall team award.

Individual awards will be presented following the posting of final results for each event. Team awards will be presented following the posting of meet results on Sunday, July 4, 2004.


Ticket Information

Admission Fee: The daily fee for the competition is $6.00 starting on June 30th. Three-day passes will be available for $15.00, and five-day passes for $25.00. All children age 6 and under will be admitted free.

Coaches: Coaches will be admitted free upon showing a current USATF Membership Card or official USATF membership verification form with the coaches' category marked. Coaches without a current USATF Membership Card with the category designation of "Coach" will be required to pay the standard admission fee. No coach passes will be issued.
