Team entries into the state championship cross country meet shall be based on a formula that is comprised of two factors:    
1) An established baseline providing a minimum number of entries for each section;            
2) Additional entries based upon the most recent four (4) year history of the section team performance in each divisional race.     
No section shall have more than seven (7) team entries in any division race

Notes:                        
1) The total number of 23 in each race was arrived at in discussion with state meet management,        
who had felt for the last few years that 24 or 25 teams on the line was too much for efficient race management.      
2) The only exception to this is the San Francisco section.  In the event that a non-Division I

New Cross Country Entry standards to the State Meet At the May 3-4 CIF Federated Council meeting the new cross country state meet entry standards were adopted. These standards were developed by a subcommittee of the Cross County and Track Advisory Committee. This committee was directed to come up with a proposal that addressed the following concerns: 1) Simplify the at-large process 2) represent sections proportionate to size and strength of programs 3) be adjustable year-to-year 4) inculde as many top teams as possible in the state championships The subcommittee: Scott Fairley (West Valley HS, Northern Section) Bob King (Del Campo HS, Sac-Joaquin Section) Peter Brewer (Castro Valley HS, North Coast Section) Bob McGuire (proxy for Doug Speck) Roger Blake (CIF staff) The subcommitte adopted the state wrestling championship model for the new proposal. This bases the at-large entries on the past four-year history of a particular section at the state championships. The subcommittee took this idea with the following variations: 1) each section is guaranteed a "baseline" number of entries which the number of entries have always been allotted -- that is, no section will ever receive fewer entries than they have been given under the previous standards 2) there is a cap of 7 entries per section per division 3) there will be a total of 23 entries per division 4) each section's additional entries over the "baseline" are determined by a four-year history of that section's performance in the top 10 at the state meet All these calculations are available from each section office, as well as the state office. Using these considerations, the subcommitte came up with the following number of entries for each section for each division for each gender. These go into effect this fall, for the 2002 state meet. If we use the same methodology as we did for 2001 and if my computations are correct, here are the 2002 at-large standards for Crystal Springs as compared to 2001. The second figure, is the average difference between the Woodward and Crystal Springs courses by division for the CCS teams who have qualified for the state meet during the last three years. The last figure is the Crystal Springs at-large time that must be beat at the section meet in order to be considered for an at-large berth at the state meet. As can be seen, all of the Woodward Park at-large standards get easier for 2002 (except division 2 girls) because of the poor weather at the 2001 state meet. The 2001 state meet times replace the 1998 state meet times in the revised 2002 computation. Although the Woodward standards get easier for 2002, the CCS standards did not necessarily get easier for the CCS teams for 2002 due to some poorer performances by CCS teams at the 2001 state meet as compared to their 2001 CCS meet performances in comparison to the 1998 differential computations.
