Entry Information
The Junior Olympic program is a progressional series of meets consisting of preliminary, Association, Regional, and National meets. Athletes are required to submit an entry form only at the first level of competition, as advancement is based upon performance (i.e., an athlete cannot directly submit an entry form for the Regional competition; he/she must have competed and advanced at the Association meet). Athletes must meet certain eligibility requirements to compete.

Advancement Process
Qualifying from Association Championships to Regional Championships
Per USATF Rule 305.1(d): "An Association is allocated, by agreement with other Associations in its Region, a certain number of athletes and relay teams from the Association level to the Regional level through the Association Championships."
Qualifying from Regional Championships to the National Championships
Track & field shall advance three individuals and three relay teams from each Regional Championship to the National Championship. These shall be the top three finishers in each event, or successive event finishers who have achieved a performance standard at the Regional Championship when fewer than three declare in the event from that Region for the National Championship.
The combined events shall advance the top two finishers. A third shall advance only after meeting a performance standard at the Regional Championship.
Athletes who qualify based on the performance standard MUST declare their intent to compete by completing the advancement paperwork at their Regional Championship. (No exceptions.)
All entry forms for the National Championships will be submitted through the USATF Regional Coordinator at Regional Junior Olympic Championships -- entries cannot be accepted by any other method. Your Regional Coordinator will verify all entry forms for completeness and accuracy. The birth date submitted will be verified and stamped as such by your Association Chair or the Regional Coordinator, or an acceptable "proof of age" form must be attached to the completed entry. Incomplete entries will be assessed a penalty fee and will only be processed after all missing information is provided. NO on-site entry changes will be allowed

From any direction via the Baltimore Beltway (I-695)
Get on I-695 and head toward the northeastern portion of the beltway. Go south at exit 30, Perring Parkway. The Perring Parkway exit is east of the exits for Towson and west of the I-95/I-695 interchange. Go south a few miles on Perring Parkway. It will change to Hillen Road when you see the engineering building on your left.
From south of Baltimore via I-95
Take I-95 north through the Ft. McHenry Tunnel. Get off I-95 at the Moravia Road Exit. (The distance to campus is about 3.5 miles.) You will go through major intersections at Belair Road and then at Harford Road. Moravia Road will become Cold Spring Lane at Harford Road. Cold Spring Lane goes through the middle of campus.
From north of Baltimore via I-95
Continue on I-95 south past the interchange for the beltway, I-695. Shortly thereafter, I-95 will split into I-895 (left two lanes) and I-95 (right two lanes). Go to the left onto I-895. Get off at the Moravia Road Exit. Bear to the right off the exit ramp onto Moravia Road. (The distance to campus is about 3.5 miles.) You will go through major intersections at Belair Road and then at Harford Road. Moravia Road will become Cold Spring Lane at Harford Road. Cold Spring Lane goes through the middle of campus.
From the south via I-97 from Annapolis Area and Eastern Shore
When approaching the beltway (I-695) take exit for Harbor Tunnel. After tunnel, get off at Pulaski Hwy. (Rt. 40 East)/ Erdman Avenue Exit. At end of exit ramp, go straight which will get you onto to Pulaski Hwy., Rt. 40 East. Exit right onto Moravia Road. Continue straight on Moravia. Do not take any of exits that you will see right after getting onto Moravia. (The distance to campus is about 3.5 miles.) You will go through major intersections at Belair Road and then at Harford Road. Moravia Road will become Cold Spring Lane at Harford Road. Cold Spring Lane goes through the middle of campus.
From Downtown Baltimore
Go north on Charles Street. Pass Johns Hopkins' main campus on your left. At 33rd Street, make a right. Go past Johns Hopkins East and make a left onto Hillen Road. Go north on Hillen until you reach the campus.

Area Attractions
There are many attractions to see and experience during your stay in the Baltimore/Washington area. In Baltimore there is the Inner Harbor, the ESPN Zone, Port Discovery (Kid Powered Museum, fun for whole family), the Baltimore Aquarium and the USS Constellation (that will dock in Harbor during your stay).
About a 35-40 minute ride from Baltimore is Washington, D.C., the Capitol of the United States. Sights in Washington D.C. include the Capitol (where our elected representatives make laws), the Supreme Court (the highest court in the land), the Bureau of Engraving (where our money is printed and destroyed), the White House (where the President of the United States lives), the Smithsonian (where prehistoric animals and the history of our country are viewable), and the Library of Congress (a place where you can trace your ancestors).

Packet Pick-up
Athletes will be able to pick up their competition numbers and related materials Sunday, July 23 through Sunday, July 30 on the 3rd floor of the New Student Center on the campus of Morgan State University.
NOTE: If your event is early in the morning, we strongly recommend that you pick up your competition number at least one day in advance of your competition. The meet management will not be held accountable for individuals missing an event due to late packet pick-up or any other reason. There will be a $5.00 charge for replacement of all lost numbers.

Facility
Coolers are permitted, but will be subject to search by security personnel. No glass bottles or other items are allowed within the venue. Other prohibited items include alcohol, grills or portable cooking units, and weapons. Hughes Stadium is a non-smoking facility. Pop-up tents are only permitted at the facility on the north side of the stadium (opposite of the press box), including the 16th row and above. Absolutely no tents on the side of the press box.
Bus and RV parking is available in designated lots. However, electrical and water connections for RV use are not available.
Only individuals with an appropriate credential will be allowed on the track and infield. This rule will be strictly enforced.
Opening Ceremony
Athletes, coaches, and officials are invited to participate in the 2006 USATF National Junior Olympic Track & Field Championships Opening Ceremony on Wednesday, July 26 at 7:00 p.m. at Hughes Stadium. Additional Opening Ceremony information will be included in the athlete/team packets.

Competition Information
Warm-up Area
A warm-up area will be available for athlete use adjacent to Hughes Stadium. Warm-ups will not be permitted on the football field.
Implements
Meet management will provide batons for the relays and implements for the throwing events (shot, hammer, discus, javelin). Participants must use the implements provided for competition. Personal implements in the throwing events will not be allowed.
Spikes
The maximum spike length allowed for running events is 1/4" (7.0 mm). The maximum length for the high jump and javelin throw is 1/3" (9.0 mm). Needle spikes are not allowed on the runways and aprons. Christmas tree spikes will not be permitted. Spikes will be available for purchase.
Absolutely no spikes will be permitted on the football field, including javelin throw participants.
Starting Heights
The starting heights for the high jump and the pole vault will be per Rule 302.5(o). Incremental increases will be 5 cm in the high jump and 15 cm in the pole vault.
Event Check-In
There will be separate check-in areas for Running and Field events. Athletes must check in at these designated areas 45 minutes prior to the event's scheduled starting time. All athletes will be required to remain in the designated warm-up areas after check-in.
Pole Vault
Refer to USATF Rule 302.5(n). All competitors must provide their own vaulting poles. Participants in the Pole Vault competition will be weighed. All poles will be inspected for manufacturers' pole ratings and the maximum top hand hold position as determined by the manufacturer. The competitors' weights must be at or below the manufacturers' pole ratings. NO EXCEPTIONS. Poles will be impounded at time of inspection and delivered to the competition site at time of warm-up for the event.
Weigh-in and pole inspection will take place on the following schedule:
Tuesday, July 25 Decathlon (IB, YM) 8:00 a.m. - 2:00 p.m.
Wednesday, July 26 Pole Vault (YG, YB) 8:00 a.m. - 2:00 p.m.
Thursday, July 27 Pole Vault (IG, YW) 8:00 a.m. - 2:00 p.m.
Friday, July 28 Pole Vault (IB) 8:00 a.m. - 2:00 p.m.
Saturday, July 29 Pole Vault (YM) 8:00 a.m. - 2:00 p.m.
Athletes may ship vaulting poles directly to Morgan State University in advance of the competition. Shipments should be directed to:

Protests
Protests relating to matters that developed during the conduct of the competition must be made to the Referee at once and not later than 30 minutes after a result has been announced. This time period will be strictly enforced. There will be a $100 cash submission fee required to file a protest. This fee will be refunded only if the protest is upheld. Only violations of the 2006 USATF Rules of Competition may be protested. Judgment calls made by meet officials cannot be protested. Protests that do not meet the above criteria will not be accepted.
Medical Services
Medical services will be on-site at all times for participants. The medical facility will be limited to medical treatment of injuries and medical emergencies. The Woodford Infirmary, adjacent to Hughes Stadium, will provide medical services for spectators.


ADA Accommodations
USA Track & Field has specific procedures to be followed by disabled athletes wishing to compete in able-bodied competitions against able-bodied Athletics athletes. Please note that the disabled athlete must first meet the eligibility requirements applicable to the relevant competition, including having achieved the required qualifying standard, if any. The disabled athlete is responsible for initiating the ADA Accommodation Request procedures sufficiently in advance to enable USATF to complete its review and decision-making process prior to the relevant competition. Awards
National Championship Medals will be awarded to first through eighth place in each event. Presentations will be made 90 minutes after the event is completed in the awards area.
