1700. CBEDS PARAMETERS
A. Enrollment Ranges
The following classification parameters will be used for both the Subsection and Section meets and the State
championship meet:

B. Petitioning Up
In the sport of cross country, CIF member schools will be required to participate in the division that has been
established by their respective CIF Section using the previous year’s CBEDS enrollment. Exception: In CIF
Sections with less than 30 schools, the CIF Section may follow the specified procedures in this provision or the
Section may allow all of their schools to compete in Division I.
Sac-Joaquin Section Regulations
1700.1 Rules – All cross country competition in the Sac-Joaquin Section will be conducted under National Federation
rules and the Sac-Joaquin Section Cross Country Handbook.
1700.2 Starting date for practice is August 18 (Bylaw 511.1).
a. Meet locations, formats, entry fees, etc., shall be the responsibility of the cross country committee and
the commissioner. Current entry fee is $5.00 per athlete for Section as well as Subsection competition.
b. Meet formats will be published for the Section and Subsection meets.
c. Awards for Subsection
Medals - 650 (BV, GV, BJV, BS, BF, GJV, GFS)
d. Awards for Section Meet
1. Division I – 2 championship pennants (BV and GV); plaques: (2nd - BV and GV); 165 medals.

California State Cross Country Meet - November 29, 2003 - Woodward Park in Fresno
1701. AUTOMATIC TEAM ENTRIES
Team entries into the State championship meet would be based on a formula that includes the following factors:
A. An established baseline providing a minimum number of entries for each Section.
B. Additional entries based upon the most recent four (4)-year history of the Section team performance in each
divisional race.
C. No Section shall have more than seven (7) team entries in any divisional race.
1701.1 The Sac-Joaquin Section number of automatic qualifiers to the 2003 State meet are:

1702. INDIVIDUAL ENTRIES TO THE STATE MEET
A maximum of five (5) individuals (not on an automatic team entry), per the criteria in each division, will qualify from
Section to State meet finals as follows:
A. Finished in top 20 places in the CIF Southern Section (four (4) automatic team entries per division).
B. Finished in the top 12 places in each Section that qualifies two (2) automatic teams per division.
C. Finished in the top eight (8) places in each Section that qualifies one (1) automatic team per division.

A. Sac-Joaquin Cross Country Committee
(1) The Sac-Joaquin Section Cross Country Committee shall be comprised of one representative from each of the
leagues which have one or more cross country teams.
(2) The leagues shall determine the representatives, their terms of office and notify the Section cross country
chairman of these representatives.
(3) The chairman of the committee shall be elected by the membership of the committee. The chairman’s term of
office shall be two years and he may be re-elected. He will attend all Section Board of Managers meetings
which cover information regarding cross country.
(4) Resolutions on the subject of cross country shall be submitted by schools with cross country teams through the
league representative to the cross country committee. The resolution shall be voted on by the committee. A
majority vote is required for passage. The resolution is then submitted to the Section Board of Managers for its
approval. The resolution then becomes valid. A quorum is necessary to do business. A quorum is defined as
a simple majority of the representatives in attendance from leaguess that have league cross country competition.
Quorum is those who attend.
(5) There shall be two meetings of the committee each year for the purpose of discussing the next year’s season.
The annual meetings shall be held in the second week of December and the second week of September at a site
and time chosen by the chairman or Section Commissioner. It is the responsibility of each league to have a
representative at the meetings.
(6) Agenda for each meeting should be sent to each league representative two weeks prior to the meeting date.
Agenda items should be submitted to the chairman three weeks prior to the meeting date.
(7) The committee chairman or a majority of the committee may call for a general meeting of all cross country
coaches in the Section at a place, time and date of their choosing. This meeting may be held in conjunction with
the annual committee meetings, but committee business will be voted on only by the committee members.
B. Meet Mechanics and Equipment (this applies to all cross country meets held by Section member schools, unless rules
are more stringent in Section D on Conduct of Subsection and Section meets.”)
(1) The Course
a. The course shall be marked with as many aids as possible to fit the situation. Where most of the runners
are unfamiliar with the course, a chalk line should mark the route along with arrows or flags for direction,
six feet off the ground and visible for over 100 feet.
b. The course will not be so dangerous as to put anyone running the course in danger of injury, or in other
words, the course’s dangerous quality should not be a factor in the runner’s mind.
In Subsection and Section meets, it shall be mandatory and in league meets, it is recommended that: (1)
the course site be one which will not adversely be effected by bad weather to the point of injury to
contestants or an alternate “all-weather” course should be readily available near the original course in
case of bad weather; (2) The alternate course will be made known in advance; (3) Overhead branches
should be cut 8 feet from the ground; (4) The opening start will be the safest area obscured from vision;
(5) Severe turns in the opening rush will be avoided. (6) Course will be wide enough for at least three
persons running side by side at all points.
c. Athletes shall not wear spiked track shoes in any cross country meet held by a Section member school
nor shall barefoot running be allowed in any cross country meet held in this Section.
d. The Section committee suggests that schools send course maps, distances and starting times to the
visiting schools one week prior to their scheduled meet.
(2) Start and Finish
a. No race shall start before the announced starting time without at least 48 hours notice.
b. The start of the race shall be marked with a chalk line.
c. The finish line should be plainly marked and kept open to view of the runners.
d. The commands for the start shall be (1) “Runners set” and (2) firing of the gun or the blowing of a
whistle.
e. Finish shall be a straight line and the finish should have a funnel of some kind. In dual meets, the funnel can
be marked on the ground but in larger meets (Subsection and Section), there shall be a funnel formed with
ropes and staked with a chute running out of the narrow end. The length of the chute should give one foot
of space for each runner, the longer the better.
(3) Duties of Officials (referring to diagram) and Rules of Conduct They Enforce
a. Starter will place teams at starting line by alternating by team or individual with visiting team in the
pole position. He will give the final instructions before the race and start the race. He may call back
runners up to 200 yards or in case of spills by a large group of runners or in case of false starts they may
order the re-running of the race on another day, if there is a number of competitors failing to follow the
correct course or for any reason justice demands such action.

b. Finish judges (J) stand in the funnel and place the runners so that they enter the chute in correct. A
videotape should be utilized whenever possible.
c. The inspectors (I) supervise the runners in the chute to see that they move along fast and/or not change
their positions in the chute. Inspectors also supervise the course to see that the runners do not cut the
course and/or foul other runners during the course of the race.
d. The placer (P) stands at the end of the chute and records tags worn by athletes in order or gives out
place cards.
e. The timers (T) stand at the finish line and stop one watch on first and allow another watch to run while
they read off the time on their watches.
f. It is suggested that the finish line be isolated to the point that spectators cannot reach over the chute
restraining ropes. A videotape machine should be used for all races finished.
g. The recorders (R) work with the timers.
(4) Scoring
a. No matter how many run in one race from one school, only the first five from a school shall be counted
in the point total for that school and only the sixth and seventh from one school shall be counted in
determining scores of the other teams. Members of incomplete teams (less than five finishing) are
eliminated from scoring. It is not necessary to declare who are the members of a seven person team
who shall score when more than seven people are allowed to run in a race.
b. The team with the lowest score for five runners wins. After all non-scoring athletes are removed, the
first placer gives his/her team one point, the second placer gives his/her team two points, etc. If team A
does not have five runners, team B is awarded the forfeit and does not have to run the course.
c. Ties are decided by the race position of the sixth (6th) place runner. If both do not have a sixth, total of
first four will decide.
(5) Uniforms
a. A uniform identical as to color and design must be worn by all members of the team.
b. The track and field uniform consists of a school issued jersey and shorts, which are not objectionable,
and shoes, which may be supplied by the contestant.
c. A shoe is a covering for the foot. It must have an upper and definitely recognizable sole and heel. The
upper must be designed so that it can be fastened securely to the foot. The use of ballet type slippers,
gymnastic slippers or sweat socks does not meet the requirement of the rule. Meet management shall
determine approved footwear in the javelin event.
d. A competitor must be in the proper track uniform and displaying his assigned contestant number,
when numbers are used.
e. In cross country competition, each team member shall wear the same color and design school uniform
(jersey and trunks). When other apparel is worn under the school uniform, it shall be of the same color
of all teammates choosing to wear them (solid, school color).
f. A contestant who competes with an illegal uniform or is charged with unacceptable conduct, shall be
disqualified from that event.
(6) Restrictions on coaches and non-participating athletes
a. Coaches and non-participating athletes are not allowed to pace runners.
b. Times cannot be given to any runners in a race unless they are given to all runners in the race by an
appointed official.
C. Definition of Classifications and Distances
(1) The seven approved classes for Subsection and Sections meets are:
a. Varsity: Comprised of any athlete otherwise eligible by CIF rules, both state and Sac-Joaquin Section.
b. Junior Varsity (boys and girls): Any athlete otherwise eligible by CIF rules, both state and Sac-Joaquin
Section, who has not reached his 19th birthday before September 1 of the school year of competition
and is not on his school’s varsity top seven. NOTE: The JV race is open to athletes who are not part of
their varsity top five. If a school does not enter its top five in the varsity division, it is not allowed
entries in the JV division.
c. Sophomores: Any athlete otherwise eligible by CIF rules, both state and Sac-Joaquin Section, who has
not already completed four semesters after leaving the eighth grade and has not reached his 17th birthday
before September 1 of the school year of competition.
d. Freshmen: Any athlete otherwise eligible by CIF rules, both state and Sac-Joaquin Section who has not
already completed two semesters after leaving the eighth grade and has not reached his 16th birthday
before September 1 of the school year of competition.
e. Girls’ Varsity: Comprised of any female athlete otherwise eligible by CIF rules, both state and Sac-
Joaquin Section.
f. No athlete may move down after Subsections in classification.

(2) Approved ranges of distance for the six classifications are:
a. Varsity ...................................... 2.75 to 3 miles (5k)
b. Junior Varsity .......................... 2.75 to 3 miles (5k)
c. Sophomores ............................. 1.75 to 2.30
d. Freshmen ................................. 1.75 to 2.30
e. Girls Varsity ............................. 2.75 to 3 miles (5k)
f. Girls Junior Varsity ................. 1.75 to 2.30
Section, Subsection and league courses must be wheeled and are to adhere to these distances in their dual and
championship meets. The home team forfeits in the race involved if these distances are not adhered to.
(3) The movement of athletes from classification to classification is within the jurisdiction of the league for its dual
meet season and its conference or league meet. After an athlete has run in a classification in the Subsection
meet in any race for any reason, he/she cannot race in a lower classification in the Section meet.
(4) Schools from outside this Sac-Joaquin Section will conform to this Section’s rules on cross country when entering
meets sanctioned by this Section; and schools of our Section, when traveling to another Section, shall abide by
the rules of that Section without being penalized by this Sac-Joaquin Section.
(5) Sac-Joaquin Section cross country qualification systems from Subsection to Section meet is open for review at
the annual December meeting of the Section committee and qualify as follows:
a. A school qualifies a team and/or individual runners out of the Subsection meet to the Section meet.
b. Qualifiers from Subsection to Section meet.

c. If a team that has qualified for the Subsection meet does not have enough runners to run as a team, the
individuals of the incomplete team may run in the race after they inform the meet director.
d. The qualifying teams and individuals run in one race according to their class in the Section meet. In
other words, there are seven (7) races: Boys varsity, boys junior varsity, boys sophomore, boys freshman,
girls varsity, girls junior varsity and girls frosh-soph.
e. A coach may substitute or change the team members from Subsection to Section, providing the team
qualifies for the Section meet, but an athlete may not move down in classification from Subsection to
Section.
D. Conduct of Subsection and Section Meets
(1) Site and Courses
a. The site will be selected by the cross country committee and approved at the Section cross country
meeting the December prior to the season. The site must also be approved by the Board of Managers.
b. The Section meet course shall conform to the distances determined by the Section cross country
committee. When necessary, an alternate course, not affected by bad weather, should be chosen as close
to the original site as possible.
c. The Section meet course shall not be such that hill running ability solely determines the race winner
and shall not be so flat as to be little more than a track race.
d. The safety standards of Section 2 will be observed.
(2) Scoring
a. The first five athletes on each team in the Sac-Joaquin Section meet are counted in the team scoring. A
team is comprised of from five to seven athletes.
b. If a team that has qualified for the Section does not have enough runners to run as a team, the individuals
of the incomplete team may run in the Section meet.
c. A runner may be disqualified for an infraction of the rules during the race. A disqualified runner does
not disqualify other members of his team.
(3) Time Schedule and Order of Events
a. The Section meet will start at 10:00 a.m. unless otherwise determined by the Section cross country
committee.
b. No Subsection or Section meet will be run before the previously announced starting time unless changed
more than 48 hours before the meet.

c. The order of events for the Subsection meet and the Section meet will be:
1. Boys Freshmen 3. Boys Sophomores 5. Boys Varsity 7. Girls Jr. Varsity
2. Girls F/S 4. Girls Varsity 6. Boys Junior Varsity
NOTE: Schools may enter an unlimited number of runners in the Subsection in each race.
(4) Entry Fee
a. Five dollars ($5.00) will be required for each athlete entered in the Subsection and Section meets.
b. An entry fee must be hand carried to the Section and Subsection meets.
(5) Results
a. The results of the Subsection meets shall be sent by the director to the Section meet director on or before
the Monday preceding the Section meet. These results shall include the names of the top three schools,
the top 10 individuals in each classification (not on the top three teams) and five (5) alternate individuals.
b. It is recommended that meet results be duplicated at the meet.
c. Awards for Subsection

1. Division I – 2 championship pennants (BV and GV); plaques (2nd - BV and GV); 165 medals

e. For Sac-Joaquin Section qualifiers to the California State Championships, see bylaws 1701 and 1702.
f. No alternates from Subsection to Section.
g. If a team that has qualified for the Section meet does not have enough runners to run as a team, the
individuals of the incomplete team may run in the race after they inform the meet director.
E. Jury of Appeals
(1) The Section cross country chairman or co-chairmen and the Section meet director and the Subsection meet
director will comprise the Section meet jury of appeals.
(2) The Section cross country chairman or co-chairmen and the Section meet director and the Subsection meet
director will comprise the Subsection meet jury of appeals.
(3) The Jury of Appeals shall:
a. Be the highest authority on the course to receive and decide any protest.
b. Decide all questions relating to the actual conduct of the meet, the final settlement of which is not found
in the rules.
c. Consider the layout of the course and see if it meets specifications established by the Section committee
before a meet is held.
d. Make sure the Section policies in manner of running the meet are followed.
e. Meet one hour prior to the start of the Section meet and Subsection meet to make the above determinations.
