Country Championships
World Cross Country Team Trials
February 15-16, 2003
Buffalo Bayou Park - Houston, TX
The Houston Harriers are bringing the 2003 USA Cross Country Championships
to Houston on February 15th and 16th, 2003. The top distance runners in
the USA will vie for a spot on the 2003 USA World Cross Country Championships
teams with competition along the legendary Buffalo Bayou course. The top
six finishers in the Open and Junior races are eligible to compete at
the IAAF World Cross Country Championships in Lausanne, Switzerland. The
weekend will also include the USA Masters Cross Country Championships.
The Houston Harriers are honored to play host to these championship events
and appreciate the generous support of our main sponsors, Southwest Bank
of Texas and Academy Sports & Outdoors.
Entry Information
You must be a 2003 USATF member to enter the Championships (both individually
and as a member of a team). If you do not have a 2003 membership number,
please complete a membership application first (you will receive your
membership number instantly). You must also be a U.S. citizen (or in the
masters races only, a resident alien) and meet the eligibility requirements.

Athletes may enter a second event for $15.
All athletes competing as part of a team must pay the individual entry
fee. All entry fees are non-transferable and non-refundable. No entries
will be accepted after Friday, February 14, 2003 at 6:00 p.m. CT. Late
fees will only be applied if the entries are received after the deadline.

Declarations
The deadline for team declarations is Friday, February 14 at 6:00 p.m.
CT.
Teams are required to declare their scoring runners if they have entered
more than six individuals (eight for masters). If no declaration is submitted
and more than six athletes (eight for masters) are listed on the team
entry form, then the first six athletes (eight for masters) listed will
form that team's scoring squad.
If a declaration needs to be changed for Sunday's races, it must be submitted,
in writing, to the referee no later than 5:00 p.m. on February 15.

Doping Control
Athletes who participate in this competition may be subject to drug testing
by the United States Anti-Doping Agency (USADA) in accordance with the
IAAF Procedural Guidelines for Doping Control or the Olympic Movement
Anti-Doping Code. Drug testing, and the adjudication of positive findings,
will be carried out by the United States Anti-Doping Agency. Athletes
found to have committed a doping violation will be disciplined according
to the USADA Protocol and suspended, if appropriate, according to applicable
IAAF rules. Such penalties may result in a period of ineligibility, as
well as disqualification from this event. Any substance taken by an athlete
is at his/her own risk and may result in a positive sample. (This includes
cold medicines, nutritional supplements, and some over the counter medicines).

Travel Information
Airport Information
Two major airports, the George Bush Intercontinental Airport and William
P. Hobby Airport, serve the Houston area.
Ground Transportation
In addition to rental cars and taxis, there are several ground transportation
options from Bush Intercontinental Airport (IAH) and Hobby Airport. Express
Shuttle USA provides van service for $19 from IAH and $14 from Hobby per
person each way directly to the Doubletree Allen Center. For more information
call 713-523-8888. Metro provides bus service from each airport to downtown
Houston for $1.50 each way. For route and schedule info go to www.ridemetro.org
and look for route 101 Airport Express or route 102 IAH Express. If renting
a car, parking is available at the Doubletree for a discounted valet rate
of $12 per day. Please confirm valet rate with your hotel reservation.
Street parking is available for free near the Doubletree after 6 p.m.
on Friday and throughout the weekend.
Directions to the Course
From Hobby Airport, follow signs to Interstate 45 and proceed north on
I-45 toward downtown Houston. From Bush Intercontinental, airport follow
signs to Interstate 45 and proceed south on I-45 towards downtown Houston.
The exit for Allen Parkway off of I-45 is adjacent to the west side of
downtown. Proceed west on Allen Parkway for 1.5 miles. The course is along
Buffalo Bayou near the intersection of Allen Parkway and Montrose.
From the Doubletree Allen Center (the host hotel), go west on Lamar Street,
which is one block north of the hotel. Lamar Street becomes Allen Parkway.
Follow Allen Parkway for 1.5 miles. The course is along Buffalo Bayou
near the intersection of Allen Parkway and Montrose.
Parking at the Course
Parking is available during the Championships weekend at the American
General complex on the south side of Allen Parkway, directly across from
the course.

Course Details
All races will be contested at the legendary Buffalo Bayou course, an
all-grass, European-style, 2-km loop course. Spikes are recommended for
this course.
There will be a course preview on Friday, February 14 from 1:00 to 5:00
p.m.
Team Scoring
Junior and Open
Teams are comprised of a minimum of four athletes and a maximum of six
athletes; teams may declare a maximum of eight athletes on their roster.
All unattached runners, members of incomplete or ineligible teams, and
runners not declared as scoring team members will be removed from the
order of finish for purposes of team scoring.
The aggregate places of each team's first four finishers will determine
a team's score, with the fifth and sixth finishers displacing.
The team with the lowest score will be the winning team.
Ties in scoring will be resolved by determining which team's fourth runner
finished nearest to first place.
Masters
National Clubs (teams with members who reside in more than one USATF
Association) will not be scored.
Team divisions are in 10-year increments.
Men's 40+ and 50+ will score five members; men's teams 60+, 70+, and all
women's teams will score three members; all teams may declare a maximum
of eight athletes.
The aggregate time of each team's scoring members will determine a team's
score.
The team with the lowest time will be the winning team.
Ties in scoring will be resolved by determining which team's last scoring
runner finished nearest to first place. (If a tie still exists, the next-to-last
scoring members are compared in the same way.)
A runner may compete in a younger age division as a team member and still
compete as an individual in his/her true age division
World Championships Qualifying
Athletes planning to qualify for and attend the World Championships in
Lausanne, Switzerland should be available for travel between March 24-31,
2003. All athletes should come to the USA Championships with an USA passport
valid through April 1, 2003. Juniors must bring a copy of their birth
certificate. If you qualify for a team, you will be asked before you leave
the USA Championships to complete all required USA National Team Processing
forms.
The first six finishers in each of the following events who meet the
age criteria will select themselves to represent the United States in
that event at the IAAF World Cross Country Championships:
Open Women 4 km
Open Women 8 km
Open Men 4 km
Open Men 12 km
Junior Women 6 km
Junior Men 8 km
Packet Pickup
Athlete packet pick-up will take place based on the following schedule:
Doubletree Allen Center Friday, February 14 1:00 to 9:00 p.m.
The Doubletree Allen Center is located at 400 Dallas Street in downtown
Houston.
Technical Meeting
The championships technical meeting for coaches and participants will
be conducted at 7:30 p.m. on Friday, February 14 at the meet headquarters
hotel. Detailed meet information and procedures for National Team processing
will be reviewed, starting box assignments distributed, and questions
answered.
Awards & Prize Money
Junior Awards
USATF Championship Medals to the top 10 individual finishers in the men's
and women's races, and to the declared members of the men's and women's
first-, second-, and third-place teams.
Open Awards
USATF Championship Medals to the top 10 individual finishers in the men's
and women's races, and to the declared members of the men's and women's
first-, second-, and third-place teams.
Masters Awards
USATF Championship Medals to the top three individual men and women finishers
in all age divisions from 40-44 to 90-plus, and to the declared members
of the first-, second-, and third-place teams in each division.
Championship patches will be awarded to the winners of each age division
and to the declared members of the winning team in each division.
Prize Money
A total of at least $15,000 is available for prize money and World Cross
Country Team stipends. The breakdown of these funds will be announced
by USATF at a later date.
A current USATF Direct Payment License is required to accept prize money
in excess of $500.
Collegiate athletes with eligibility remaining, as well as all high school
students, are ineligible to receive prize money; prize money will revert
to the next lowest finisher.
