Additional entry forms may be obtained by writing or calling USA Track & Field at One RCA Dome, Suite 140, Indianapolis, IN. 46225 (317) 261-0500 or from SIUE by calling (618) 692-2871. Photocopies of the entry blank will be acceptable. The entry fee is $10.00 per individual event and $10.00 for the Heptathlon/Decathlon. Please send certified or cashier's check payable to: SIUE. DO NOT SEND CASH! Entries must be accompanied by a COPY of a legal document (birth certificate or passport)in order to verify date of birth. These documents will not be returned. In addition, Proof of performance that you have met the standard is also required. This must be either a copy of the meet results or a newspaper report of the meet results. Entries must be received by June 15, 1998. (Athletes should enter even if they have not met the qualifying standard; however, athletes will not be permitted to compete unless they have met the standard by June 21, 1998). We recommend that entries mailed after June 18th be sent by overnight delivery to the above address. Entries received after June 15, 1998 will require a LATE FEE of $25 per event . Late entries will not be accepted after NOON on Wednesday, June 24, 1998. Personal checks will not be accepted for late entries or fees. DECLARATION PROCEDURE All entries must be confirmed and performances updated between the hours of 10am-4pm CST on Tuesday, June 23rd and Wednesday, June 24th. Declarations may only be made by phone or in person at the SIUE Track & Field Stadium press box. FAX or mail declarations are not permitted. Collect calls will not be accepted. PHONE NUMBER FOR DECLARATIONS ONLY: (618) 692-5090 Athletes whose entries are not verified during the DECLARATION process will be rejected and not allowed to compete. Petitions for a late declaration must be submitted in writing to the chair of men's and women's Track and Field or their designee at the meet site not later than 1pm on Thursday, June 25th. A decision on this petition will be made by 3pm on Thursday, June 25th. The Late Declaration fee is $25.00 and is non-refundable. DRUG TESTING Athletes who participate in this competition will be subject to formal drug testing in accordance with USA Track & Field Regulation 10 and IAAF Rule 55. Athletes found positive for banned substances, or who refuse to be tested, will be disqualified from this event and may lose eligibility for future competitions. Some over-the-counter medications contain banned substances. Information regarding drugs and drug testing may be obtained by calling the USOC Drug Hotline at 1-800-233-0393. Please consider the time necessary for drug testing when making travel arrangements. ELIGIBILITY REQUIREMENTS AGE RESTRICTIONS: All participants must be at least 14 years of age on the day of competition and not older than 19 years of age, and must not turn 20 during 1998 (their year of birth must be 1979 or later). STANDARDS: Athletes must meet the standards as presented in the Entry Booklet. USATF MEMBERSHIP: All athletes participating in this event must have a valid 1998 USATF registration card. To obtain a USATF card you may purchase a USATF card for $15.00 at the meet site, or call the USATF office in Indianapolis at (317) 261-0500 for the address or phone number of your local USATF Association CITIZENSHIP: In the Men's USATF Junior Track & Field Championships, only citizens of the U.S. and others who are eligible to represent the U.S. in international competition are eligible to compete. In the women's USATF Junior Track & Field Championships, all member athletes of USATF and all invited members of other IAAF member federations are eligible to compete. The following are considered proof of performance: Newspaper account of event with times and/or official meet results with times. ATHLETE'S CHECKLIST for ENTRY 1. Completed the Entry Process A. Call to declare entry on 6/23 or 6/24. HONEST EFFORT RULE The honest effort rule (Rule 77) will be enforced. "Any athlete declared to compete must honestly participate in each round (trial, heat, or final, etc.) of each track event for which the athlete is declared or the athlete will be barred from further competition in that meet. This rule shall not apply to events in which only a final is held, but an athlete may be barred from such an event if previously he or she has not honestly participated in a track event within the purview of this rule." Rule 77, USATF Competition Rules POST MEET EVENTS A seminar for all athletes will be held on Sunday, June 28th beginning at 9:00am. Those athletes who have qualified as a member of the World Junior team will be fitted for their uniforms before the Seminar. Topics will include the following: How to have a good media interview, discussions with your Event Development chair and a possible luncheon with elite athletes. If you plan to attend or expect to qualify for the team, you should make your travel arrangements for an afternoon departure time. All qualifying marks for running events must be made on a standard indoor or outdoor track. 2. Qualifying marks must be made and verifiable in one of the following:1) USATF or IAAF sanctioned meets, 2) collegiate meets, or 3) high school meets, except dual and triangular meets. 3. Junior qualifying standards must be attained on or after Thursday, May 1, 1997 through Sunday, June 14, 1998. Qualifying marks from indoor competitions must be attained on or after Monday, December 1, 1997. 4. A three-percent (3%) altitude allowance, on the standard, will be permitted for running events of 1500 meters or longer, contested at a facility 4000 feet, or more, above sea level. 5. A manual time may not be used for qualifying if a fully automatic time exists for the race.A manual time may not supercede a fully automatic qualifying time for an event. 6. Times submitted in hundredth of a second must be fully automatic times. 7. 1500-meter, 1600-meter, one mile, 3000-meter, 3200-meter, two-mile and three-mile qualifying times also qualify for the 5000 meters and 10,000 meters for both men and women and the 3000-meter steeplechase for men. |
